Regarding the implementation of a fixed-route transit on-board survey, it seems this could be accomplished inexpensively by volunteers who are also experienced in riding fixed routes. Is this feasible?
No. This involves more than distributing surveys. The detailed analysis and conclusions are critical elements. We often use volunteers for in-house surveys that are more route specific looking at a single topic.
